accepting the responsibilities when they want to enjoy the authority and authority which is not made for command others and it's only to get a work and for developing a work culture, they person who bear responsibilities then eventually take the authority. for example,

               

            
                       if the person who got sufficient qualification then he/she eligible for promotion (high designation)
                       if the person who got sufficient experience and skills he/she eligible for promotion (high designation)

                    then who got promoted then those need to accept responsibilities and taking the authority.
